Louisiana: Judge Robert Downing of the Louisiana Court of Appeal First Circuit, has announced that he will retire from the court on July 31, 2010. The 60-year-old judge was first elected to this position in 2000.

He originally had planned to run for re-election, despite facing marital issues and claims by his daughter that he was manic and suicidal (friend and attorney Ed Walters later claimed that Downing was never suicidal). He recently withdrew from the race. The Supreme Court will appoint a temporary judge to replace Downing until his term expires on December 31, 2010. Judge Tim Kelley of the 19th Judicial District Court, and Judge Toni M. Higginbotham of the East Baton Rouge Parish Family Court will compete on October 2, 2010 to replace him.[1]
