Mississippi State Budget, Amendment 4 (1968)

The Mississippi State Budget, Amendment 4, also known as Amendment 4, was on the ballot in Mississippi on June 4, 1968, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed that the constitution be amended: Section 115. The amendment proposed that the state’s fiscal year would begin on the first day of July and end on the thirtieth day of June; the auditor of public accounts and treasurer shall compile and publish a full report showing the transactions of their respective offices on or before the thirty-first day of December of each year for the preceding fiscal year. The state and its agencies shall not incur a bonded indebtedness in excess of one-and-half times the sum of all the funds received by it for all purposes during any one of the preceding four fiscal years, whichever year might be highest.[1]
