The Republican Party of California is the California political party affiliate of the national Republican Party. The group is headquartered in Sacramento, California.

Background

The California Republican Party dates to the 1850s, when many activists "believed that government should grant western lands – such as California – to settlers free of charge." The party's website notes that many of California's most notable statesmen were Republicans, including former U.S. Senator Leland Stanford, former U.S. Senator Hiram Johnson, former Chief Justice Earl Warren, and former President Ronald Reagan.[1]

As of February 2019, the Democratic Party of California held a state government trifecta. Democrats controlled the governor's office and held majorities in both chambers of the state legislature.

Platform

The party's 2015 platform was composed of 24 main issues:[2]

The state party is governed by a set of rules and bylaws. Typically, these give structure to the different levels of organization—local, county, and state committees—and establish protocol for electing committee members. The bylaws also typically give details on the party's process for nominating and sending delegates to the national party convention during presidential elections. The following is a selection of the California Republican Party's rules. This selection focuses on the structure and governance of the party:[3]

  • The state party is organized as an executive committee, which "exercises general direction over the statewide election campaigns for Republican nominees for state elective offices."
  • In presidential election years, presidential electors are a combination of elected officials, party officials and electors chosen by the chair of the state committee.

Convention

The 2016 state convention for the California Republican Party, when the party selected its delegates for the Republican National Convention, took place on April 29, 2016.[4]

A political party formally nominates its presidential candidate at a national nominating convention. At this convention, state delegates select the party's nominee. Prior to the nominating convention, the states conduct presidential preference primaries or caucuses. Generally speaking, only state-recognized parties — such as the Democratic Party and the Republican Party — conduct primaries and caucuses. These elections measure voter preference for the various candidates and help determine which delegates will be sent to the national nominating convention.[5][6][7]

The Democratic National Committee and the Republican National Committee, the governing bodies of the nation's two major parties, establish their own guidelines for the presidential nomination process. State-level affiliates of the parties also have some say in determining rules and provisions in their own states. California had 172 delegates at the 2016 Republican National Convention. Of this total, 159 were district-level delegates (three for each of the state's 53 congressional districts). California's district delegates were allocated on a winner-take-all basis; the plurality winner in a given congressional district won all of that district's delegates.[8][9]

Of the remaining 13 delegates, 10 served at large. California's at-large delegates were allocated on a winner-take-all basis; the plurality winner of the statewide primary vote received all of the state's at-large delegates. In addition, three national party leaders (identified on the chart below as RNC delegates) served as bound delegates to the Republican National Convention. The RNC delegates were required to pledge their support to the winner of the state's primary.[8][9]
