The statewide ballots are officially set in six states - Colorado, Maine, New Jersey, New York, Texas and Washington - for the general election on November 5, 2013. Going forward throughout the weeks preceding the election, Ballotpedia's Tuesday Count will be providing various reports and analyses of the measures that will appear on the ballot. Citizen initiative changes
Below is a chart depicting the changes in the number of citizen initiatives on statewide ballots when comparing 2011 and 2013. Not all 26 states with initiative and referendum are listed in the chart; only those with initiatives on the 2011 and/or 2013 ballots are included. 2013 was an unusually low year in terms of number of initiatives on the ballot - the lowest number in both odd- and even-numbered years since 2000. There was a total of only three initiatives in two states, compared to 2011's 12 initiatives in five. In fact, 2011 had the second highest number of citizen initiatives (12) on the ballot in the last decade; 2005 still leads with 19 citizen initiatives.

Legislative referral changes
Below is a chart depicting the changes in the number of legislative referrals on statewide ballots when comparing 2011 and 2013.
Chart statistics
- Three states did not have legislative referrals on the ballot in 2013, but did in 2011. Those states are Arkansas, Louisiana and Ohio.
- Louisiana (-6) and New York (+6) had the most significant changes in the number legislative referrals on the ballot.
- 2013 has one more referral on the ballot than 2011.
- In both 2011 and 2013, Texas had the highest number of referrals.

Notes
* There are five advisory questions on the 2013 ballot in Washington. These advisory questions were placed on the ballot as the result of a provision in a 2007 initiative. However, part of this initiative was ruled unconstitutional, therefore the advisory questions are non-binding.
** California no longer holds statewide ballot measure elections during odd-numbered years.

More often than not, contentious ballot measures steal the media spotlight. However, there are also several local recalls that will be on the ballots today. A total of 38 states and the District of Columbia allow some form of recall. The following recall elections will be on the November 5, 2013 ballots in Texas, Idaho, California, Colorado and Michigan:
- Victor Hernandez recall, Lubbock, Texas (2013)
- San Bernardino recall, California (2013)
- Nancy Arnold recall, Teton School District 401, Idaho (2013)
- Leon Sanders and Candy Veldhuizen recall, Lochbuie, Colorado (2013)
- Cibolo City Council recall, Texas (2013)
- Charles Abshagen, Jessie Horrocks and Gary Wregglesworth recall, Onaway City, Michigan (2013)
- Micheal Anderson and Matt Joppich, Hesperia School District, Michigan (2013)
In 2013, a total of 125 recall campaigns were initiated by dissatisfied citizens. On November 5, 2013, seven recall campaigns will be on the ballots in five states, attempting to recall a total of 20 elected officials. The San Bernardino recall effort is one of the largest in terms of the number of officials targeted in recent recall history. A total of nine officials are being targeted, seven of whom will be up for potential recall via the ballot. The November 5, 2013 recalls seek to remove the following elected positions:
- Mayor: 2
- City attorney: 1
- City councilmember: 14
- School board member: 3
In 2012, voters launched 211 separate recall campaigns against 370 elected officials. Of the 370 office holders targeted for recall, an equal number of officials – 54 – were retained and recalled. A total of 24 officials resigned in the face of recall campaigns. All told, officials in 19 different states were recalled in 2012.
