Hi my name is Angie Vigliotti and I am running for Frederick County Board of Education. I am a parent of special education students who attend FCPS and have been actively speaking at the current Board of Education meetings for a couple of years. I serve both as a consultant to FCPS families and staff in special education, as well as volunteer with The Alliance Against Seclusion and Restraint (AASR). Additionally, I serve on the Maryland State Autism Waiver Advisory Committee.
  • Equity and Inclusion: Ensuring that every student, regardless of their background or circumstances, has access to high-quality education and resources to support their success for the future.
  • Student Well-being: Prioritizing the mental and social-emotional well-being of students. Ensuring funding and proper reform of Special Education to meet the needs of the community.
  • Collaboration and Community Engagement: Building strong partnerships with parents, educators, and the community to foster open communication, gather input, and work with our local government to ensure the needs of our educators and the places they live and work are properly funded.
A few years back, I became aware of a significant problem in the way children with disabilities were treated in the school system. When the U.S. Department of Justice charged Frederick County Public Schools (FCPS) with illegally secluding and restraining children with disabilities in a report from December 2021, I found out that my own son was one among 125 children involved in over thousands of incidents over a period of 2 years at county schools. I currently have been called to public service to help some of the challenges in special education.
The Department of Justice came to our county for a two year investigation and found that hundreds of families had children that experienced illegal abuse. One of them was my child. He is not going to be successful in graduating anytime soon, struggles to obtain employment, and is not on grade level for going to secondary school. He was often isolated in a closet for middle school. I volunteer with Guy Stephens and his organization Alliance against Seclusion and Restraint (AASR) which originates in Baltimore. We try to help change laws all over the country to stop the abuse of children in the school system.
A successful school board member must be willing to work as part of a team, be able to work on school policy and be able to pass a conservative budget with the help of the Superintendent. Consultation with committees to help on each aspect of school policy is also a part of being involved as a board member.
I strongly believe that all students, regardless of race, gender, sexual orientation, income, or disability, should have access to a free and appropriate education. It is important to ensure that every student's needs are met and that they have equal opportunities for success. I am committed to promoting equity and inclusion among all students. Providing more resources for non-English speaking families and special education would help in our county.
My budget priorities are focused on three areas - staff, physical building construction/repair, and special education programming. To keep up with population growth, we need to offer competitive salaries and wages to both teachers and support staff. Additionally, we should provide incentives for those living and working in Frederick County to create a competitive advantage. Ensuring safe and welcoming learning environments in all buildings is also vital, and I propose prioritizing new construction and repair, starting with the oldest schools in the county. Lastly, I recognize the need for specialized programs for students on the spectrum and aim to implement cutting-edge research and technologies to support their education.
Our school system currently lacks sufficient funding for mental health resources. I believe in providing these resources to students and staff to create a supportive environment. By offering these services in schools, we can prevent drug-related problems and suicides, and eliminate more restrictive environments for students. It is important to prioritize the proper treatment of students in their home schools and support the teachers and staff who care for them.
