Kathleen Winn was born in Buffalo, New York. She earned a bachelor's degree from the University of Arizona in 1980. PRIORITIES
As a wife, mother, and a grandmother, I believe fighting for our children is fighting for our future. I’m Kathleen Winn and the voters in Congressional District 6 want leaders that adhere to the constitution, enforce our laws, and bring a commonsense approach to solving problems.

BORDER SECURITY
As one of only 9 US Congressional Districts bordering Mexico, the voters of Arizona’s District 6 are on the front lines of America’s failed immigration policy. US Customs and Border Patrol has reported over 1.1 MILLION encounters with migrants at our southern border since October 2023 and almost 8 MILLION (~2.4% of total US population) since October 2020. Securing the border is my top priority as every news cycle brings tragic stories of violent crime committed against innocent Americans by illegal immigrants.

I believe in a robust immigration system that brings the world’s best and brightest to America. I will not wait for a tragedy to strike before acting with courage on this issue. I am fully committed to protecting this nation and her citizens by utilizing all available resources to secure our border. Most importantly, I AM PREPARED TO VOTE IN LINE WITH THESE BELIEFS.

  • Deploy military to physically secure the border
  • Establish a comprehensive deportation plan
  • Reinstate Remain-In-Mexico policies and hold Mexico accountable for the cartel’s criminal activity
  • Reverse Biden Administration procedures that incentivize illegal immigration
  • Empower law enforcement rather than restricting them

REDUCE GOVERNMENT SPENDING
As of April 1, 2024, the US National Debt is over $35 trillion dollars, which equates to over $100,000 for every American. People across the political spectrum are struggling to pay their bills amid runaway government spending that has led to historic inflation and high prices, yet hundreds of billions of our tax dollars are being sent overseas and spent on frivolous earmarks to bolster political campaigns. Responsible leaders should be fighting for common sense spending cuts that reduce the size of our federal government and protect our children and grandchildren, who will be most negatively impacted by these reckless decisions.

On March 23rd of this year, President Biden signed the remaining $1.2 trillion Federal Budget into law making the FY2024 Budget $1.65 trillion. This latest bill contained a laundry list of items at odds with the values of Arizona District 6 voters, yet our current congressman proudly voted for it. I AM PREPARED TO MAKE TOUGH VOTES that AZ-6 voters demand and which will restore common sense for how we invest our tax dollars.

  • Eliminate the practice of pet projects and earmarks being traded for votes
  • Prioritize American citizens over costly foreign interests
  • Restore strict accountability in spending within the Appropriations Process
  • Reduce current spending levels that are unsustainable

PUBLIC SAFETY RULE OF LAW
There has been a coordinated effort to vilify and diminish the role of law enforcement in our society. Now more than ever, it is essential that we rededicate ourselves to the rule of law and to supporting those who make the ultimate sacrifice to keep us safe. Law and order is an essential component of the American way of life, yet it is intentionally undermined to serve activist agendas, and upstanding, law-abiding citizens are the ones who suffer.

In recent years, we have witnessed an assault on the Constitution and the simple foundational liberties that are hallmarks of American society. This should not be a partisan issue. I stand proudly with first responders, our brave men and women in blue, and all of our veterans and service members. I AM COMMITTED TO RE-ESTABLISHING AN ENVIRONMENT WHERE THESE HARD-WORKING PATRIOTS FEEL SUPPORTED by their government and community.

  • Restore Constitutional values to policing and to the justice system
  • Stand against the anti-police rhetoric and fight the false narrative
  • Recognize and celebrate our veterans and 1st responders

ELECTION INTEGRITY
The right to vote is the most basic Constitutional right afforded to American citizens and we deserve to know that our votes are being counted in elections that are completely fair and free. Unfortunately, Arizona has become ground zero for election integrity issues, which has cast unnecessary doubt on our state’s electoral results. The only way to rebuild trust in government is for citizens to know that their elections are secure. I have a clear track record of challenging the electoral system in Arizona when it displayed obvious dysfunction. Regardless of your political affiliation, I WILL ALWAYS FIGHT TO ENSURE THAT YOUR VOICE IS FREELY EXPRESSED in state and federal politics.

  • Require proof of citizenship and voter ID
  • Return to precinct and same-day voting
  • Support legal challenges when appropriate
  • Establish mandatory voter roll updates, required by law
  • Limit mail-in voting and ballot harvesting[2]

The city of Mesa, Arizona, held elections for mayor and city council on November 8, 2016. A primary election took place on August 30, 2016. The filing deadline for candidates wishing to run in this election was June 1, 2016. Three of the six city council seats were up for election.[4] Jeremy Whittaker and Shelly Allen defeated Kathleen Winn in the Mesa City Council, District 2 primary election.[5]

My name is Kathleen Winn. I have resided in Arizona since 1976 when I moved to Tucson to attend and graduate from The University of Arizona with a degree in Communications. I am married to Albert Winn (Former VP of the Boeing Attack Helicopter Program). We have seven adult children and 18 grandchildren. I spent 5 years in Television before moving into marketing and advertising. The majority of my career was in real estate, banking and finance for over 27 years. I served as a State Director for the Arizona Attorney General's office as the Director of Community Outreach and Education. My job was to warn consumers where they were most vulnerable to crime. I worked extensively with Veterans and help to set up Veterans' Courts. I set up TASA Taskforce against Senior Abuse, and ICAC. Internet Crimes Against Children. It is here that I found my passion and have spent the last 14 years fighting sexual exploitation of children, sex trafficking, mutilation, and pedophilia. I am currently the Executive Director of Project 25. A non-profit which finds missing kids and fights sex trafficking. I have entered this race to restore the founding father's vision of this country for our next generations. I am committed to restore order in our communities, bring integrity and financial responsibility to our government, and to lead Arizona forward with Competence and as a servant to the people of my district CD6 AZ.
  • Securing the border, identifying who is here and deporting all whom are in our country illegally. There is no higher priority than to save this nation. Defend our Constitution and restore law and order at the border. It is critical we as a nation supported by the efforts of the US Congress put forth efforts to detect criminal enterprises profiting off illicit drugs, human smuggling and sex trafficking. We must empower the disruption of these activities which are an active invasion and disrupt the flow of drugs, humans and monies into our country. Finally, we must dismantle the corruption and prosecute those who have intentionally caused harm to America and her citizens.
  • Reduction of spending and the overall size of Government is my second priority. The Government has a spending problem. The amount of money being allocated and spent exceeds our tax revenues. The amount of debt and the interest on that debt exceeds 35 trillion dollars. We are spending into generations not yet born. Our lack of accountability and oversite in government programs is at the heart of the issue. We have many programs, offices, grants that have no Congressional oversite but are baked into the budget. Creating a balanced budget, reducing spending and eliminating waste. We need to stop creating and forgiving debt.
  • Energy Independence is key to healing America. We cannot be reliant on other countries for resources we have in our country. The U.S. needs to produce more energy than we consume, by unleashing the full potential of the American Oil industry. We cannot allow the climate change agenda to dictate an energy policy that is disadvantageous to America. Every household and business across this country relies on competitive energy pricing in order to compete in increasingly global markets. We must do everything in our power to produce the lowest energy prices for our economy.
I am passionate about protecting children from those who seek to do them harm. Our next generation needs to be valued and made a priority in our country. As a support to children quality education needs to be provided which teaches history, math, comprehension, and science. We must stop indoctrinating children with hyper-sexualized content.

Separately, I have a passion for the military and law enforcement. My district is a border district and I would love to support efforts to secure our country and provide resources to those institutions committed to doing the same.

Finally having spent almost 30 years in business I would like to be part of looking for wasteful spending programs and recommending where we could eliminate waste.
The key qualities of an elected official is that they demonstrate integrity, follow-through, an ability to identify problems and solve them. Additionally, an ability to communicate consistently to those they are elected to serve. In order for an elected official to be successful they must engage fully serve the needs of the district, not just friends. A public servant leader should have empathy for those they serve and a willingness to resolve matters in a timely manner. Leadership is a learned skill and an elected official needs to be willing to stand up and speak out when necessary. Life is a powerful lesson. Using the lessons and applying them for the greater good requires thoughtful intelligence and is necessary for successful elected officials. Finally compassion and a commitment to leaving the office better than you find it. A constant willingness to make things better for your community and all you serve.
I am a hard worker. I thrive under difficult circumstances and excel when others fail. I am empathetic, compassionate and listen to what is being said, to access what needs to be accomplished. I am trained in communication and believe to be effective that skill will be crucial in the next two years. I also believe that this job is one of service and I have a lifelong resume of serving others successfully, both in business, charity and personal endeavors. I am a team player and will build coalitions and respect others I serve with. Most importantly I have demonstrated success in business and personally and can duplicate that in this role in Congress. I will be fair, honest, hardworking, thoughtful and intelligent with my authority. I will serve the people of the district and restore order.
The role of a US Congressman is representation, legislation and constituent services of the district in which they are elected to serve. Communication and transparency of all the activities and interaction which citizens of the district. Making sure to vote to represent the district and getting feedback ahead of key votes to ensure that you are in fact honoring the voters in your district. Most importantly upholding the Constitution and supporting laws that do the same. The person who is elected must ensure they take their responsibilities seriously and uphold they take upon being sworn in.
I believe the only job we have at this time is to restore our freedom by defending our Constitution. I want to be able to say I served to save our nation for not only my grandchildren but all the children and grandchildren of this country. As a body in Congress, we must stand together put this great nation given to us by God first.
Also, we must recognize that unless we protect this nation from all enemies foreign and domestic we will fall. My personal legacy is to be known for raising up amazing children who have blessed me and my husband with grandchildren. Our families matter and protecting them is key to our celebrating our 250th year but hundreds of years in the future. I love my God, my family and this great nation and I will leave it all on the battlefield. God is calling forth an Army and I am answering the call.
The day JFK got shot. I heard my mother crying in another room. She was in shock and kept saying no, no, no. She was watching the television while she was ironing. I was 5 years old and didn't understand the magnitude of what happened except that is made my parents sad.

I believe there should be a maximum time in Congress and or the Senate. These positions were never intended to be lifelong appointments. That being said I believe people should choose their representatives by fair and free elections.
The Government is neither transparent nor accountable at this time. It is one of the key reasons I am running for office now. The lack of transparency, lawfare, corruption, wasteful spending, debt forgiveness, government healthcare mandates, funding proxy wars, picking agendas and funding them. All of this needs to be shown to the American people and the Congress needs to stop acting like they are Santa Claus. The GOVERNMENT was created to serve the needs of individuals who reside in separate states. We are the only country in the world who taxes their citizens and sends that money out globally. This was NEVER the intention of the founding fathers and it is currently causing us to be involved without transparency and accountability worldwide, The CCP's involvement with the Mexican and Central American Cartel's is one of example of lack of transparency by the US government as they are helping facilitate the sale of drugs and human beings into our country by not challenging the source of the drugs or stopping the illegal activities at our border. That border is my district. We are participating in criminal activity and the government is facilitating, which violates the laws of the state of Arizona and the US CONSTITUTION.
