Lincoln Mark, a member of the Navajo Nation, was born and raised in Shiprock, New Mexico. Lincoln attended Shiprock High School, home of the Chieftains, and graduated in 2008. At summer, Lincoln enrolled at the University of New Mexico (UNM) summer bridge program and began his first year of college in the Fall of 2008. Lincoln graduated from the University of New Mexico with a bachelor's degree in Political Science and minor in Business Administration. In the summer of 2018, Lincoln attend the American Indian Law Center's Pre-Law Summer Institute (PLSI) program at the University of New Mexico School of Law. Upon completion, Lincoln was accepted to the law school to attend the Master of Studies in Law (MSL) degree program. He earned his Master of Studies in Law, concentration in Federal Indian Law in one year, making him the second student to complete the program and the first Native American student to earn the MSL degree from UNM Law. In the fall of 2019, Lincoln was accepted to the University of South Dakota Knudson School of Law for the Juris Doctor program.

Public Safety has always been a passion for Lincoln. His professional work as always involved many aspects of public safety and work to ensure communities are safe.
Lincoln loves the words of Dr. Maya Angelou about courage. In sum, courage is the most important virtue to have, because without it, you cannot practice other virtues consistently.

Lincoln recalls the life changing moment of his father's sudden passing. In March of 2011, Lincoln's father, Larry Mark, was killed in a drunk-driving accident. The alleged drunk driver was a point of controversy as the question made it's way to federal court. Ultimately, the case was dismissed for lack of evidence as to who was responsible for Larry Mark's death.
