Salam Noor is a former Oregon deputy superintendent of public instruction. He was appointed to the position on July 1, 2015, by Governor Kate Brown (D). Noor resigned on October 11, 2017.[1]

After completing his doctorate at the University of Utah, Noor began his career in education, working both as an educator and an administrator. He taught courses in education and political science at a number of universities including Portland State, Western Oregon University and his alma mater, the University of Utah.

Prior to coming to the Oregon Department of Education, Noor served as the assistant superintendent and chief academic officer for the Salem-Keizer school district. After that, he became the director of academic planning and policy for the Higher Education Coordinating Commission. He entered the Oregon Department of Education as an assistant superintendent in the ODE’s office of Educational Improvement and Innovation.[2]

Political career

Deputy Superintendent of Public Education (2015-2017)

Noor was appointed deputy superintendent on July 1, 2015, by Gov. Brown, after the inaugural officeholder, Rob Saxton, resigned. Brown hailed Noor as "an effective and collaborative leader who has been able to improve outcomes for students," and said that in his previous positions, he has been "very effective in closing the achievement gap."[3] Noor was the second individual to hold the position, which was created in 2011 as part of former Gov. John Kitzhaber's restructuring of the state's education system.[2] Noor resigned on October 11, 2017.[1] A spokesman for the governor stated she had "asked Salam Noor to resign because she was not satisfied with his ability to execute her vision for Oregon’s education system."[4]
