The Alabama State Lottery and Gambling Amendment was not on the ballot in Alabama as a legislatively referred constitutional amendment on September 14 or November 5, 2024.

The amendment would have allowed the state legislature to provide by law for a state lottery, pari-mutuel wagering at specified locations, raffles, and bingo. It would have also allowed the governor to negotiate a gambling compact with the Poarch Band of Creek Indians. Tax revenue from gambling would have been distributed with 94% to the Gambling Proceeds Fund, 3% to each county, and 3% to each municipality.

To put a legislatively referred constitutional amendment before voters, a 60 percent vote is required in both the Alabama State Senate and the Alabama House of Representatives.

House Bill 151 proposing the amendment was approved in the House by a vote of 86-14 on February 15, 2024. It was passed with amendments in the Senate on March 7, 2024, in a vote of 22-11. The bill required approval in the House to appear on the 2024 ballot. It was not passed before the legislature adjourned the 2024 session.
