AN ACT CREATING A STATE HIGHWAY COMMISSION, COMPOSED OF FIVE MEMBERS; THREE ELECTIVE STATE OFFICIALS AND TWO CITIZEN MEMBERS; TO DEFINE AND PRESCRIBE THE POWERS, AUTHORITIES, DUTES AND EXPENSES OF THE COMMISSION; EMPOWERING THE COMISSION TO APPOINT A STATE ENGINEER AND OTHER EMPLOYEES; TO PRESCRIBE RULES, REGULATIONS AND COMPENSATION FOR ALL EMPLOYEES; REPEALING ALL ACTS AND PARTS OF ACTS IN CONFLICT WITH THIS ACT.
