Campaign website

Spinney's campaign website stated the following:

Gas Prices

Even before Putin’s senseless war on the Ukrainian people, gas prices in this country were up almost +40% in Biden’s first full year in office (Feb.2021 - Feb. 2022)...

On Day 1 of his presidency, Joe Biden chose to cancel the Keystone XL Pipeline, and took other steps to stop drilling activity on new, potentially energy-rich, federal land. These decisions have harmed the American People, as we now pay more for a gallon of a gas than we need to (in addition to Putin’s War). Biden’s foolish decision to choke-off oil supply has contributed unnecessarily to high gas prices.

To understand the reasoning why, Biden is held captive by the ‘Congressional Progressive Caucus’ in his own Party; these climate activists, including AOC among many others, want nothing more than to end oil/gas drilling in this country as we know it. Their actions are causing unnecessary pain to the American People. What is conveniently left out of the conversation is that the U.S. has ‘decreased’ its carbon emissions by 12% in the last 15 years, 2005-2019 (it fell even more when including the pandemic years, due to decreased economic activity). Ironically enough, this country was able to achieve on overall reduction in green-house gas emissions over the last 15 years by ‘increasing’ the use of natural gas as an energy source, greatly supplanting the use of dirtier coal in U.S. power plants.

In March of this year, Biden made the incredible decision to ask countries such as Saudi Arabia, Venezuela, .. even Iran, to pump more oil in the wake of Putin’s War. Biden did this before he would ask U.S. oil/gas companies to drill more in this country ! Again, Biden is held captive by the ‘Congressional Progressive Caucus’ in his own Party.

This country instead needs to be smartly endorsing an “all of the above” energy strategy that includes the use of fossil fuels, nuclear (clean + reliable), while also increasing the use of renewables as companies and investors spend on the technology to start making them ‘reliable’ sources of energy (i.e. investment in battery technology to capture and save the energy for future use). This is still many years away….

As mentioned above, Biden is taking orders from a ‘Congressional Progressive Caucus’ that is not dealing with reality. We need to vote them out, and change the energy policy in the U.S. to a smarter strategy, as outlined above. They are out of touch with the American People, and increasing our costs.

Inflation

There is simply way too much spending in Washington D.C. Today...

The Biden Administration pushed its "Build Back Better" Plan in 2021 that would have added nearly $5 Trillion to our debt ! Already, Trillions of dollars were signed into law in Biden's first few months in office. Can we imagine how much worse our inflation problem would be today had the Build Back Better Plan been signed into law ?

Simply put, Congress is creating way too much demand in our economy with all of this frivolous spending. The radical left & the Administration have falsely believed in Modern Monetary Theory (MMT) that says governments can spend as much as they want, with Central Bank's financing that spending with printing money as much they want, without repercussion to their economies. We are seeing evidence today how wrong this radical idea of thinking is.

Wasteful spending and inflation is already leading to lower economic growth here in the U.S. Q1/2022 was a negative quarter for economic growth, the first since the pandemic. As a fiscal conservative, I would work to restrain wasteful spending in Congress that is significantly contributing to our inflation problem today ; I would want to know how the U.S. taxpayer’s money was being spent as if it were my own.

Biden’s campaign slogan of “Build Back Better” would have been better served if he actually 'followed the data' and looked at how successful the economy was in 2019, due primarily to business investment & lower taxes for individuals and business. Many measures on unemployment and poverty levels, particularly among minority groups, were at their lowest levels in over 50 years prior to the pandemic. And this was accomplished with low levels at inflation. We do not need extraordinary levels of government spending !

I hope you agree with me that the extraordinary level of frivolous spending in Washington is wasteful, unsustainable, has significantly contributed to higher inflation, hurts Americans in the pocketbook, and further racks up huge amounts of debt for us and future generations to pay for.

The people voted for Joe Biden in 2020, but we are getting Bernie Sanders’s spending policies, instead.

I ask that you help support me in the effort to turn the 39th district Republican in the hands of a fiscal conservative !

Law & Order

I support our Law Enforcement 100% to protect our communities, and reject the notion of 'defund the police'. The false narrative pushed forward by Black Lives Matter (BLM) of “systemic racism” in this country only seeks to destroy the fabric of our society, destroy our police departments, and divide us as a people.

We as a people are not a collection of “groupings of races & ethnicities.” We as a people are each “individuals,” each with unique aspirations that together form a community. Every day we see examples of individuals of different races getting along with each other just fine. This isn’t “news” to (social) media. The exceptions to the rule are seen blasted on our TV screens and cell phones at every opportunity by the media. This false narrative that racism “permeates” our society and police departments, which is what “systemic racism” would suggest, has led to efforts to defund or “reimagine” the police departments.

In the last year, these defunding efforts have led to shooting & homicides exploding in our inner-cities. This should come as no surprise as police departments report a rise in officers retiring early due to low morale. Those who continue to serve may pull back on their ‘pro-active’ policing in troubled areas due to a perceived lack of support within the community. Compound this with criminals who feel emboldened and seek to take advantage of police departments that have come under fire from BLM and our media, and the situation turns deadly. From progressive District Attorneys who give light sentences to criminals, to BLM supported by the media, this false narrative of systemic racism is putting pressure on our police departments, and making our cities less safe. We need to support our Police Departments, Sherriff's Departments, and to our D.A.'s that will put the interest of public safety, first !

We need to take back control of our inner-cities. We need to fight back against this falsehood of “systemic racism” that BLM supports. A combined 81% of Black Americans already support our Law Enforcement and want the same or more policing to protect their communities, not less policing. I hope you agree we need to support our police departments, not defund or “reimagine” them.

The Vaccine Mandate

There is a lot of talk amongst our medical professionals and elected officials about “Following the Science.” But here is the data…

  • 94 of 28 million U.S. kids aged 5-11 have died of COVID since the Pandemic began ; that is 0.0003%
  • The remainder of the U.S. population numbers approximately 300 million people (again, not including those aged 5-11). Of those 300 million, 767,000 people have died. That is roughly a 0.25% mortality rate. (all data as of 11.19.21)

If we summarize the data, people aged 12 and over are almost 1,000 times more likely to die of COVID than kids aged 5-11. So, why are we mandating vaccinations for kids? It’s clear our leaders are not acting in the best interests of the children. The data concludes that children have much stronger immune systems than the rest of us adults; that much is consistent with the message from medical professionals. Children have every right to bodily autonomy and to refuse this vaccine, which their parents exercise on their behalf. The government cannot, and should not, look at our children as guinea pigs to protect us adults.

There is a big difference between being “anti-vaccination,” and “anti-mandate”. For the record, as I posted in the video section on this site, I have the vaccine, and made that decision on my own. Nobody should be “forced” to get the vaccine, either by their employer via a Federal mandate, or through a school mandate via the State governor . COVID is no excuse for the Federal Government, State Government, or Local governments to be taking away our freedoms, and mandating vaccinations. Period.

Let the People decide what is best for themselves. Let the Parents decide what is best for their child. Everybody’s individual rights must be respected in all facets of their lives.

Education

Solutions/Ideas for Elementary School, High School, and College...

Elementary Schools - CRT and discussion of "sexual orientation & gender identification" are never appropriate in our schools. Our schools are supposed to be a place of instruction to teach educational concepts (Math, Science, Reading, History, etc), not to spread ideologies. The discussion of these topics should reside where it's always been, with Parents.

Additionally, we need to give parents the choice of how to spend public education dollars for their children via School Choice. Over the past year with the pandemic, even after vaccines were made available to teachers, teacher unions denied children the opportunity for in-school learning. Unions resisted every effort for students to return to the classroom, putting their interests above the children. (It is worth pointing out that many Private, Charter, and Religious Schools stayed opened throughout the pandemic). Let's give parents the power to invest education money with vouchers and charters to the schools of their choice. Just as in the private sector, money would flow to those institutions/schools that are most successful with the best teachers. It is long overdue we apply these same principles to education and our schools, and let parents decide how to spend their education dollars in schools that put their children first.

High School - I would advocate and push for legislation that included a semester of ‘Personal Finance’ for all Seniors in High School. Students should be better prepared on basic fundamentals of Personal Finance before they venture into the working world, and/or continue their education in college. A semester course of learning valuable principles of saving, investing, retirement plans including 401ks, IRAs & Roth IRAs, and understanding concepts like Return on Investment (ROI) and compound interest would better prepare our students for the future. Of course, a solid education provides the foundation for success, but learning basic money management and personal finance skills in a semester course would better prepare them to grow their wealth as they grow older. I am advocating for such a proposal, because most people from all different backgrounds and incomes experience money challenges to some degree, and were never formally taught these concepts. My proposal would help introduce these vital money management skills at an important time for High School Seniors, before they become adults.

College - Our current system of providing college students with unlimited student loans is not serving them well, nor the U.S taxpayer that is on the hook for these loans (totaling $1.7 Trillion at last count). How many stories do we hear of heavily indebted students with no real ability to pay back their student loans once they graduate from college? ‘Income forbearance Plans’ or ‘Debt Forgiveness Plans’ for the borrower (the latter proposed by Biden and Dems) do not count as solutions, since this leaves the U.S. Taxpayer further in debt without addressing the root cause of the problem. The current environment of federal student loans is serving neither students nor taxpayers well, and Colleges and Universities are growing rich at our expense. They have absolutely no incentive to restrain their huge tuition increases year-in and year-out, when they know the Federal Government will provide unlimited loans to college students and graduate students. I would advocate to get the Federal Government out of the business of providing student loans, and leave it fully to the private sector. No one is standing up for the U.S. Taxpayer and their liability with these Loans, and that needs to change; I would represent a voice with actions to defend the U.S. Taxpayer and end the Federal Program. With my proposal, new student loans would be left to the private sector & investors, loans to students would no longer be “unlimited,” and colleges would have no choice but to decrease the rate of tuition hikes when the huge sums of money from the Federal Government (i.e. U.S. Taxpayer) disappear. Many students are being done a huge disservice currently by borrowing huge sums of money with no real ability to ever pay it all back.

Colleges & Universities need to play an important part in the solution, as well. There was a time years ago when a college education was an "investment" for just about any chosen major. That universal statement is no longer true due to obscenely high tuition costs. As a result, I would push for Colleges & Universities to “disclose” the median starting salary of a student’s chosen major during their freshman year, and provide estimated total tuition costs over a 4 year period. This would enable students to make better, informed decisions about their chosen major and its costs. Understanding this ‘Total cost of education’ vs. ‘The starting salary of a chosen major’ (i.e. Return on Investment) would give students the opportunity to re-think their major, and/or review the total amount of money they would have to borrow. Under my proposal, Colleges that would seek to “game” the system and under report expected tuition costs and/or inflate the starting salaries for students would be penalized, with money flowing back to the student from the university. Perhaps this would push colleges to work harder in job placement programs that will help recent grads with good paying jobs, too. As such, it’s long overdue for our colleges & universities to back up their "investment" thesis, and have a vested interest in the success of the students they are supposed to be serving and educating. My proposals that I have brought forward could help decrease the tuition costs for students going forward, and at no new cost to the U.S. Taxpayer.

Election Integrity

Free and Fair Elections are essential for a voting process the people can trust...

We as a nation must uphold voter integrity, and as such, the concerns of the prior election must be addressed. There are two items we know to be true. This nation never had such an overwhelming majority of its votes cast by mail as in 2020, and vote by mail is more susceptible to fraudulent behavior.

The solution to the problem is to make sure the people can trust the election process. We meet that goal by ending the mass mail-in voting process that took place in the prior election (due in no small part to the pandemic and social distancing requirements). Mass Mail-in voting invites problems for a variety of reasons, including; (1) nothing is observable except the counting of votes, (2) you don’t know who’s voting, and (3) you can’t see how the ballots are collected, transported, and stored. This invites potential fraud on too many levels.

House Democrats, however, are seeking to “expand” and “make permanent” mass mail-in voting by law through H.R.1 This bill passed in March 2021 with every Democrat in the House voting for it, except one; No House Republicans voted for it. What is ironic in the H.R.1 Bill passed by Democrats is that it claims “election integrity and security” as one of its goals, but increasing mail-in voting makes the voting process less trustworthy, not more secure.

Democrats, Republicans, and Independent Voters must all believe in the election process. Democrats insist on making voting easier and accessible. But we must also balance the issue of voter integrity at the same time, with voters trusting the election process as secure. I would advocate for a national “Voting Holiday,” whereby people have the opportunity to vote in person at their leisure on election day. Companies could better encourage their employees to vote in person by giving them the entire day off. One day of lost productivity in the U.S. is a small price to pay if it means we can go back to voting in person, end the mass mail-in experiment of the 2020 elections, and trust the election process. (In my proposal, the only exceptions to in-person voting would be for the disabled & the elderly, who could continue with absentee voting). While the “voting holiday” is not a novel idea, it balances the priorities and addresses the concerns on both sides of the political aisle.

But before we move forward on better voting solutions, I hope you agree with me that the H.R. 1 Bill passed by House Democrats is a bad piece of legislation, and would undermine efforts to strengthen this country’s voter integrity laws and make fraud easier to commit.

*Current Democratic Representative Mark Takano voted “FOR” H.R.1

Active Military & Veterans

Our Active Military & Veterans provide the backbone of this great country. Simply put, if not for their brave sacrifice to serve and defend this nation, we are not able to enjoy the freedoms we have today. The Federal Government needs to ensure it is doing all that is necessary to help those suffering from PTSD, those with disabilities, and encourage our Veterans to rejoin the workforce. Some links to resources are below to help our Veterans.

Corporate Taxes — (Why they affect you)

The Biden Administration has proposed raising the Corporate Tax Rate to ‘partially’ pay for its huge spending bills on Infrastructure and “Human Infrastructure,” totaling more than $4 Trillion. Many Americans think changing the business tax rate does not affect them, but it does. The best way to understand this is how Working Americans “benefited” from the 2017 Tax Cut.

In just its first 2 years after being implemented, the 2017 ‘Tax Cuts and Jobs Act’ saw real median household income surge, and the unemployment rate hit its lowest level in 50 years. The gains by poor and minority groups were even more impressive, with employment surging among these groups, and poverty rates for Blacks and Hispanics hitting their lowest levels in 60 years. Lower-wage earners were starting to see their wages grow at a faster rate than their white-collar counterparts, just prior to the pandemic in late 2019.

The gains for workers’ wages & salaries were largely made possible by ‘lowering taxes for businesses.’ This allowed businesses to ‘increase their investment’ in new projects, equipment, and/or new workers. In addition to the benefits for every day Working Americans, shareholders also enjoyed incredible success with all of the new business investment. Any workers that have a 401(k) with their employer, or similar retirement plan, also likely benefited if they were invested in stocks. To counter a common Democratic talking point, it is not only “rich shareholders” that own stocks; more than half of American households own stocks, too, mostly through their retirement plans. I would aim to increase that share even further by pushing to introduce legislation that included a ‘Personal Finance’ Education Course for our High School Students. (see Education – High School). What parent would not want their child to have a Financial Education course before they entered college and/or the working world?

Back to the original topic, the cruel irony about a proposed business tax hike is that Democrats ‘claim’ to care for the poor and low-income groups, but it is their plans to increase taxes on corporations that will likely end up hurting poor and low-income people the most. As mentioned earlier, this same group had benefited the most on a percentage basis just prior to the pandemic in late 2019. The plan to increase business taxes would be bad enough, but Biden’s Big Spending Plans cannot be entirely paid for by a business tax hike and taxing rich people more. The truth is millions of other Americans like you would also be hit with a tax increase to finance all of the new spending in Washington.

So, it’s time we be honest with the American people, and encourage our lawmakers to exercise some fiscal restraint, thereby avoiding personal or business tax hikes in the first place. I would live up to the promise of running as a Fiscal Conservative if elected to Congress, keeping tax rates low and spending limited. I hope you agree with me that the best way to ‘invest’ in our Working Americans is to create the conditions for our businesses to expand and flourish in the first place. And that is done by keeping tax rates low.

*Current Democratic Representative Mark Takano voted “AGAINST” the 2017 Tax Cuts and Jobs Act that helped millions of Working Americans[2]
