I’m Chuck Boyce, a father, entrepreneur, and resident of Parkside in Middletown. I’ve lived in the Appoquinimink School District since 2000, and I chose this community because of the strength of its schools. As a business leader with over 30 years of experience and a proud parent, I’ve seen firsthand how strong schools can shape futures. I’m running for the school board to bring transparency, fiscal responsibility, and accountability back to our district. I believe in empowering parents, supporting teachers, and ensuring every student is prepared for life—whether that means college, a trade, military service, or the workforce. I’m committed to leading with common sense, listening to our community, and putting students first.

I’m running to bring real oversight to how our district spends taxpayer dollars—prioritizing classrooms, cutting waste, and making school finances easier for parents and community members to understand.
  • Support for All Student Pathways Every student deserves a path to success—whether that’s college, the military, a trade, or entering the workforce. I’ll advocate for programs that support all post-graduation options and ensure every student leaves school ready for real-world challenges.
  • Parent Involvement & Community Voice Parents are partners in education—not bystanders. I’ll fight for transparency in curriculum, stronger communication with families, and policies that reflect the values of our community. I believe decisions should be made with—not just about—families.
I’m passionate about public policies that strengthen education through accountability, transparency, and real-world readiness. As someone who benefited from school support programs during a difficult time in my childhood, I believe every student deserves access to opportunity—regardless of background.

I’m committed to fiscal responsibility and ensuring taxpayer dollars directly support classrooms.

I support reforming Delaware’s outdated unit-based funding model and transitioning to a weighted student funding formula that better meets the diverse needs of all students, including English learners, students with disabilities, and those from underserved communities.
The most important characteristics for an elected official are integrity, accountability, transparency, and a willingness to listen. An official should lead with principle over politics, stay grounded in the needs of their community, and make decisions based on facts, fairness, and long-term impact. I believe in being accessible, asking tough questions, and never forgetting that public service is a responsibility—not a title. Elected officials should be good stewards of public trust and public dollars, and always keep the focus on the people they were elected to serve.
I want my legacy to reflect a life spent building—stronger schools, stronger communities, and stronger opportunities for the next generation. Whether through my work as an entrepreneur, a mentor, or a public servant, I’ve always believed in empowering people with the tools, support, and confidence they need to succeed.

I’d like to be remembered as someone who led with integrity, listened before speaking, and stood up for what mattered—even when it wasn’t easy. From mentoring young people who’ve gone on to successful careers, to being the dad to an amazing artist, to advocating for responsible leadership in education, my goal has always been to leave things better than I found them.

If I can be part of preparing students for life, inspiring others to lead with principle, and helping families feel heard and supported, that’s a legacy I’d be proud of—on the school board and beyond.
The first historical event I remember clearly was the shooting of President Ronald Reagan in 1981. I was twelve at the time, but I remember how serious and uncertain everything felt. It was one of the first moments where I realized the world could change in an instant—and how important strong, steady leadership is during times of crisis.

Not long after that, I also remember watching the Challenger explosion live in the classroom, another moment that deeply impacted my generation.

Both events shaped my early awareness of public service, sacrifice, and the responsibility that comes with leadership.
In my view, the primary job of a school board member is to represent the interests of students, families, and taxpayers by providing clear oversight, setting policy, and holding the district accountable for results. That means ensuring our schools are delivering a high-quality education, managing resources responsibly, and staying transparent with the community.

A school board member should also serve as a bridge between the public and the district, listening to concerns, asking the tough questions, and making decisions that reflect both community values and long-term student success. It's about leadership with integrity, focus, and accountability.
To ensure our schools are properly funded, I support replacing Delaware’s outdated “unit count” model with a weighted student funding formula that directs resources based on student needs. This would bring greater equity, flexibility, and transparency to how schools are financed. I also believe in prioritizing dollars into classrooms, not bureaucracy—ensuring that funding supports instruction, safety, and student achievement. As a board member,

I would advocate for clear budget reporting, stronger oversight, and increased collaboration with local and state leaders to push for funding that reflects the true cost of delivering a high-quality education to every student.
My approach to school safety is guided by the principles of prevention, preparedness, and protection—with a clear focus on creating a learning environment where every student feels secure and supported. I believe we must have well-trained School Resource Officers, strong emergency protocols, and consistent enforcement of discipline policies that maintain order without being excessive.

Safety also includes addressing mental health, bullying, and early intervention, so we can support students before issues escalate. Above all, policies should be clear, consistently applied, and developed with input from parents, educators, and law enforcement to ensure our schools remain safe and focused on learning.
Recruiting and retaining high-quality educators starts with recognizing and investing in the talent already within our community. I fully support the success of Appoquinimink’s Grow Your Own teacher program, which helps develop future educators from within our schools. It’s a smart, sustainable model that builds loyalty, reflects our student population, and addresses long-term staffing needs.

Beyond that, we need to explore incentives for high-need subjects, streamline certification pathways for qualified professionals, and partner with local colleges and military transition programs to attract a diverse, mission-driven workforce. Most importantly, we must foster a school culture where teachers feel respected, supported, and empowered to succeed.
