Primary: He was defeated in the Democratic primary on June 24, 2014, receiving 17.8 percent of the vote. He competed against Juliet Fisher, Arthur M. Frank, and incumbent Judge William Evans. Primary candidates competed for three seats.

Hayes received an undergraduate degree from Wake Forest University and a J.D. from the University of Maryland.[3]

Hayes is an attorney with Boyd, Benson & Hendrickson. He was admitted to the bar in 1973.[3]
