Elena L. Ostby
Elena L. Ostby is a judge for Position 28 of the Minnesota Second Judicial District.
Ostby ran for re-election for the Position 28 judge of the Minnesota Second Judicial District. She won in the general election on November 6, 2018.
Biography
Ostby received her B.A. from the University of Minnesota in 1983 and her J.D. from the University of Minnesota Law School in 1986. Ostby began her legal career in 1984 as a law clerk and librarian for Southern Minnesota Regional Legal Services. Later that year, she became a law clerk for Centro Legal. She then worked with the firm of Briggs and Morgan, P.A. from 1985 until 2001, where she eventually became a partner and shareholder. She ran her own firm, called Elena L. Ostby & Associates, P.A. from 2001 until she joined the district court in 2004.[1]

Ostby ran unopposed in the general election November 6, 2012.[2] She received 98.55 percent of the vote.[3]
Selection method

Judges of the Minnesota District Courts are all chosen in nonpartisan elections to serve six-year terms. Candidates compete in primaries, from which the top two contestants advance to the general election. Sitting judges must run for re-election if they wish to serve additional terms. While party affiliation is not designated on the ballot, incumbency is. Sitting judges who reach the age of 70 while in office are allowed to serve until the last day of their birthday month.[4]
The chief judge of each district court is selected by peer vote for a two-year term.[4]
Judges of all courts are required to be "learned in the law" and under 70 years old.[4][5]
