Frederick H. Bates (Democratic Party) was a judge for the 1st Subcircuit of the Cook County Judicial Circuit Court in Illinois. He assumed office on December 3, 2018. He left office in 2020.

Bates (Democratic Party) ran for re-election for the 1st Subcircuit judge of the Cook County Judicial Circuit Court in Illinois. He did not appear on the ballot for the Democratic primary on March 17, 2020.

Bates withdrew from the 2020 race following his appointment to the 6th Division of the Cook County Circuit Court as an associate judge in December 2019.[1][2]

Biography

Fredrick Bates lives in Chicago, Illinois. He graduated from Mendel Catholic School in 1976. He earned a B.S.B.A. in Marketing from Marquette University in 1979 and a J.D. from Creighton University School of Law in 1983. Bates' career experience includes working as a Circuit Court Judge with Cook County and an Administrative Law Judge. Bates was appointed to serve as a Circuit Court Judge for Cook County.[3]

Selection method

There are 513 judges on the Illinois Circuit Court, each elected in partisan elections to six-year terms. Upon the completion of these terms, judges who wish to continue serving must compete in uncontested, nonpartisan retention elections.[6]

The chief judge of each circuit court is selected by peer vote; he or she serves in that capacity indefinitely.[6]

The circuit courts are also served by 391 associate judges, who are limited in that they may not preside over cases in which the defendant is charged with a felony (an offense punishable by one or more years in prison). Associate judges are appointed to four-year terms by circuit judges.[7][6]

Midterm vacancies are filled by Illinois Supreme Court appointment.[6]

Qualifications
To serve on this court, a judge must be:[6]

  • a U.S. citizen;
  • a circuit/county resident; and
  • licensed to practice law in Illinois.
