Ballot title

The ballot title for Amendment 4 was as follows:

Shall the Constitution be amended so as to change the name and designation of the State Highway Board to the State Transportation Board; to change the name and designation of Director to Commissioner; to change the reference to and designation of the State Highway Department to the Department of Transportation and to provide for the payment for taking or damaging private property for public road and street purposes, in order to authorize the state to require the removal of existing outdoor advertising, and the removal or screening of existing outdoor junk yards or other installations interfering with the natural beauty of the highway and surrounding landscape, so as to prevent the loss of large sums of Federal money?

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
