Ballot title
The ballot title for Amendment 5 was as follows:
“ | For ratification of amendment to article 7, section 7, paragraph 1, of the constitution, so as to authorize the City of Columbus to issue and sell "street-improvement bonds," upon a majority vote of the members of its governing body, providing each bond shall run for a period not exceeding ten years, shall not be limited to the amount assessed by such municipality upon each improvement, shall be issued only for the grading, including curbs and gutters, or paving, or re-paving streets or portions of streets or sidewalks, and that interest thereon shall not exceed six per centum per annum; furthermore, these bonds to be issued and sold without regard to the amount of other outstanding debts or bonds of such municipality. Path to the ballot

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
