The Georgia Volunteer Program for Senior Tax Credit Amendment was not on the ballot in Georgia as a legislatively referred constitutional amendment on November 5, 2024.[1]

The constitutional amendment would have allowed counties, municipalities, and school districts to offer volunteer programs for senior residents (aged 65 or older) to earn a property tax credit. Volunteers could earn up to a $500 property tax credit. Each hour of volunteer work could have been credited at no more than $10 per hour or the state's minimum wage, whichever was greater.[1]

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.

House Resolution 1021

The constitutional amendment was introduced into the Georgia State Legislature as House Resolution 1021 (HR 1021). On February 29, 2024, the Georgia House of Representatives voted 167-0 to approve HR 1021.[1] The measure was not passed before the legislature adjourned its 2024 session.
