Heather Duncan is the Post 4 representative on the Rockdale County Board of Education in Georgia. Duncan defeated Cassandra Barker-Carr in the runoff election on July 26, 2016.[1]

Five of the seven seats on the Rockdale County Board of Education were up for general election on May 24, 2016. There was no primary. A runoff election was held on July 26, 2016, for Post 4. Heather Duncan defeated Cassandra Barker-Carr in the runoff after neither candidate won a majority of the vote against Sherrie Raymore in the general election.[1]

Post 1 incumbent Mandy North and Post 3 incumbent Wales Flynt Barksdale ran for re-election without opposition. Pam Brown defeated Larry Cox and Willie Washington in Post 2. Post 5 incumbent Tony Dowdy defeated challengers Ben Sosby and Yakima Douglas.[1]

If elected to Post 4 on the Rockdale County School Board, my two top policy priorities would be to address family engagement and teacher quality. First, I believe that family is the most important factor in the development of the individual, and therefore we must find ways to get parents more involved in their children’s educational journey. Education is a service-oriented profession that is all-inclusive. Our priority must be to build individuals who can be productive members of a global society. This can only happen if and when collaborations and partnerships take place between home, school, businesses, and other community stakeholders.

We must find ways to bring parents and students to the table to be a part of the decision making process, rather than including them in the conversation after the decisions have already been made. Secondly, teacher quality is one of the biggest factors in student success. Although the loss of quality teachers is not a situation that is unique to Rockdale, we must find ways of attracting, training, and retaining quality, committed teachers. Providing teachers with adequate resources and relevant and practical professional learning are critical factors. These resources must include the support staff needed to ensure student success, i.e. teaching assistants, guidance counselors, psychologists, social workers, etc. Unless these two policy areas [family engagement and teacher quality] are sound, academic excellence is impossible.
