J.W. Looney was a judge for the Polk County District Court in Arkansas. He was appointed by Governor Mike Beebe on December 31, 2014, for a term that expired on December 31, 2016.[1]

He was previously the Division 1 judge of the Eighteenth Circuit West of Arkansas from 2003 to 2014.[2][3]

Education

Looney completed his undergraduate education at University of Arkansas in 1966, having also attended Southern Arkansas University. He then went on to complete two master's degree at the University of Missouri, one in 1968 and one in 1976. He received his J.D. from the University of Missouri - Kansas City, where he was on the law review, in 1971. Looney received a master's in 2008 and doctorate in 2012 from the National Judicial College/University of Nevada-Reno under a joint program for education of judges. He also has a master's degree from the University of Arkansas.[4][5][3]

Career

Looney has been an attorney for forty years. He worked as an attorney in private practice in Mena and served as a deputy prosecuting attorney for Polk and Little River counties. For twenty years, he was a faculty member at the University of Arkansas School of Law, including eight years as the law school's dean. Looney was admitted to the bar in 1972.[6][7][3]

Elections

2012

Looney ran for District 4, Position 1 judge on the Court of Appeals in Arkansas. This seat was held by Judge John Robbins, who has announced that he will from the position in 2012.[6] Looney was defeated by Brandon Harrison in the primary election on May 22, 2012, receiving 47.37% of the vote.[8]
