Kansas Senate Bill 316 was introduced to the Kansas House of Representatives on March 3, 2009. It passed the Kansas State Senate on May 6, 2010, and the Kansas House of Representatives on May 10, 2010. It was signed into law on May 27, 2010 by Governor Mark Parkison.[1]
