The Louisiana Automatic Pardon Amendment, also known as Amendment 8, was on the ballot in Louisiana on October 23, 1999, as a legislatively referred constitutional amendment. It was approved. It proposed to limit Louisiania's automatic pardon provision to first-time offenders who were convicted of non-violent crimes.[1][2]
