Maine Question 9 was on the ballot as a legislatively referred constitutional amendment in Maine on November 2, 1965. It was approved.

A "yes" vote supported allowing for state guaranteed loans up to $10 million on real estate and personal property for recreational projects. 

A "no" vote opposed allowing for state guaranteed loans up to $10 million on real estate and personal property for recreational projects.

Ballot title

The ballot title for Question 9 was as follows:

Shall the constitution which now, with certain exceptions, provides that the credit of the State of Maine shall not be directly or indirectly loaned in any case, be amended, as proposed by a resolution of the Legislature Pledging Credit of the State and Providing for a Ten Million Dollar Bond Issue for Guaranteed Loans for Recreational Purposes?

A two-thirds majority (66.67%) vote is required during one legislative session for the Maine State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 101 votes in the Maine House of Representatives and 24 votes in the Maine State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
