Margaret Carter is a former Democratic member of the Oregon State Senate, representing District 22 from 2000 to August 31, 2009, when she took the position as Deputy Director for Human Services Programs at the Oregon Department of Human Services.

Carter served in the Oregon House of Representatives from 1984 to 1998. She had served as President Pro Tempore of the Senate from 2005 to 2009.[1]

Biography

Carter earned her B.A. in education from Portland State University and her M.Ed. in psychology from Oregon State University. Her professional experience includes working as a former prison counselor, as the President/CEO of Portland Urban League, as a counselor at Portland Community College, and as the Deputy Director for Human Services Programs at the Oregon Department of Human Services.
