The Maryland Repeal Public Vote Requirement for Gambling Expansion Amendment was not on the ballot in Maryland as a legislatively referred constitutional amendment on November 3, 2020.

The ballot measure would have repealed the requirement that a referendum must be held on legislation to expand commercial gambling in Maryland. The ballot measure would have allowed lawmakers to decide when and how to expand commercial gambling without first seeking voter approval.[1]

In Maryland, a 60 percent vote is needed in each chamber of the Maryland General Assembly to refer a constitutional amendment to the ballot for voter consideration.

Senate Bill 325 (2020)

The ballot measure was introduced into the Maryland General Assembly as Senate Bill 325 (SB 325) during the 2020 legislative session. On February 18, 2020, the Maryland State Senate voted 46-1 to pass SB 325. Out of the 15 Republicans in the state Senate, one voted against the amendment. All Democrats in the state Senate voted in favor of it. SB 325 did not receive a vote in state House prior to the legislature's adjournment on March 18, 2020.[2]
