Ballot title
The ballot title for Amendment 3 was as follows:
“ | Amendment No. 3- (Submitted by the 85th General Assembly, Second Regular Session) Requires four-sevenths majority to those voting to approve certain operating levies in counties, cities and school districts on municipal, primary and general election dates only. Retains two-thirds majority on other election dates. The effect of this amendment on any tax rate would depend upon actions of the voters in the various political divisions. | ” |

A simple majority vote is required during one legislative session for the Missouri General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 82 votes in the Missouri House of Representatives and 18 votes in the Missouri State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
