The Nebraska City/Village Annextion Initiative will not be on the November 2, 2010 ballot in the state of Nebraska as an initiated state statute. The deadline to submit the required number of signatures, which is approximately 80,992, was July 2, 2010.
The measure would have prohibited the annexation of a city or village in the state of Nebraska unless it was approved by a majority vote of registered voters of that city. According to the statement of object of the initiative, an election for such an annexation should occur in the ensuing general or primary election after the “initiation of annexation proceedings,” or in a special election that must be held ninety days after. Nebraska residents Aimee Earl, Tom Fencl, Jason Fuller, Joey Gazda, Beau McCoy, Rex Moats, Lori Ponec, Stephen Shetlar and Venita Spiera are listed as sponsors of the initiative.[1]

According to the filed version of the measure's petition, the summary of the measure read FOR AN ACT relating to cities, villages, municipal counties, and the annexation of a city or village; to require approval of the registered voters of a city or village prior to annexation; and to provide procedures for the election. Be it enacted by the people of the State of Nebraska.[1]

The object of this initiative petition is to enact a law prohibiting the annexation ofa city or village without a majority vote ofits citizens and to provide procedures for the election.
Path to the ballot
Petition circulators had until the July 2, 2010 petition drive deadline to turn in the approximately 80,992 signatures needed to place the measure on the ballot, since the proposed measure is a citizen-initiated state statute. The measure must have turned in signatures directly to the Nebraska Secretary of State's office. However, no signatures were filed, according to the Secretary of State's website.
