Ballot title

The ballot title for Amendment 3 was as follows:

Shall the proposed amendment to article ten of the constitution, adding therein a proposed new section seven in relation to authorizing the legislature to make the stae liable for the payment of and not exceed one hundred million dollars of the obligations of the port of New York authority issued to finance the purchase of railroad passenger equipment and the lease thereof to various commuter railroads operating within that portion of the port of New York district located within New York state, be approved?

A simple majority vote is required during two successive legislative sessions for the New York State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 126 votes in the New York State Assembly and 32 votes in the New York State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
