The New York City Debt for Transit Facilities, Amendment 9, also known as Proposed Amendment No. 9, was on the ballot in New York on November 8, 1938, as a legislatively referred constitutional amendment. It was approved. This amendment was submitted by the constitutional convention. It excluded $315 million from the debt limit of NYC for the unification of transit facilities.[1]
