The North Dakota Two-Thirds Vote to Expend Principal and Earnings of Legacy Fund Amendment was not on the ballot in North Dakota as a legislatively referred constitutional amendment on November 3, 2020.[1]

This amendment would have required a two-thirds supermajority vote in both houses of the legislature to expend principal and earnings from the state's Legacy Fund[2]

To put a legislatively referred constitutional amendment before voters, a simple majority vote is required in both the North Dakota State Senate and the North Dakota House of Representatives.

This amendment was introduced as House Concurrent Resolution 3055 on February 19, 2019. The state House approved it in a vote of 69 to 23, with two not voting or absent, on March 7, 2019. All 15 Democrats in the House voted in favor of the amendment. Among the 79 Republicans, 54 voted in favor it the amendment, 23 voted against it, and two were absent or did not vote. The Senate did not approve the measure before the legislature adjourned its 2019 session.[1]
