Oklahoma Initiative 16, also known as "Oklahoma State Question 31," was proposed by T. H. Heiny in 1911.
The initiative was abandoned and never appeared on the Oklahoma ballot.
The purpose of the abandoned initiative was to pass a new constitutional amendment that would have allowed local units of government (towns and cities) to decide by local election whether they would permit the sale of intoxicating beverages.
