The Oklahoma Pardon and Parole Board Recommendations for Clemency in Death Sentences Amendment was not on the ballot in Oklahoma as a legislatively referred constitutional amendment on November 5, 2024.

The amendment would have provided that a tie vote by the Pardon and Parole Board on recommendations for clemency when an applicant received a death sentence is not a denial of clemency and provide that seven alternate members of the board be appointed to serve in certain circumstances.[1]

In Oklahoma, a constitutional amendment requires a simple majority vote in both chambers of the Oklahoma State Legislature.

The constitutional amendment was introduced as House Joint Resolution 1053. It was approved in the House on March 13, 2024, by a vote of 90-3 with eight members absent.[1]

The amendment was not passed prior to the adjournment of the 2024 legislative session.
