Ballot title

The ballot title for Measure Nos. 308-309 was as follows:

Constitutional Amendment - Referred to the People by the Legislative Assembly

Submitted by the Legislature - VOTERS' REGISTRATION AMENDMENT - Purpose: To require voters at elections, not otherwise provided for by the constitution, to be duly registered prior thereto in the manner provided by law, as a qualification to be entitled to vote at such election, and to ratify an act passed by the thirty-fourth legislative assembly purporting to carry into effect this amendment, if adopted by the people.

A simple majority vote is required during one legislative session for the Oregon State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 31 votes in the Oregon House of Representatives and 16 votes in the Oregon State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
