The ballot title for Question 8 was as follows:

Shall article seventeen of the Constitution relating to railroads and canals be repealed and removed from the Constitution as having no proper place in the Constitution; being matter entirely within the province of the General Assembly?

Path to the ballot

In Pennsylvania, the General Assembly must pass a constitutional amendment by a simple majority vote during two successive legislative sessions to refer the measure to the ballot for voter consideration.
