Penny R. Phillips
Penny R. Phillips was a candidate for the Texas Fifth District Court of Appeals.
Education
Phillips received her undergraduate degree from Lubbock Christian University in 1989. She earned her J.D. from Texas Tech School of Law in 1992.[1]
Career
Phillips is in her twentieth year of law practice. During the 1990s, she spent time as an Air Force JAG officer and as a criminal prosecutor. She has her own private practice.[1]
2012 election
Phillips was defeated by incumbent James Moseley in the general election on November 6, 2012.[2] [3][4]
