An effort to recall Jeigh Stanton Gregor, Nancy Strand, Kurt Wohlhueter, and Eric Castro from their positions on the Petersburg Borough Assembly in Alaska began in July 2017. Recall proponents accused the assembly of violating the Alaska Open Meetings Act. On May 30, 2017, the assembly had a meeting that was closed to the public about re-organizing the departments heads. "Basically there are some exemptions that allow you to go into executive session but none of those qualifications were met," said Gary Morgan, a leader of the recall effort.[1]

Sara Heideman, the borough attorney, wrote an opinion that recommended against allowing the recall to move forward. She said she had advised the assembly that they could go into an executive meeting. "Courts in other jurisdictions which also have ‘for cause’ limitations on the recall of public officials have held that public officials who rely on legal advice in connection with open meetings laws have not committed recallable offenses," read the opinion. The borough clerk followed Heideman's opinion, and decided she would not issue recall petitions.[2]

Recall proponents turned in an application to seek a recall in early July 2017. Following the recommendation of the borough attorney, the borough clerk denied the application to issue recall petitions.[2]
