An effort to recall Governor Rena Newell of the Passamaquoddy Pleasant Point Reservation in Maine was initiated in 2023. A sufficient number of valid signatures was received and the recall was scheduled. Newell was recalled in the election on October 10, 2023.[1]

Recall supporters

According to The Maine Monitor, the following reasons for the recall attempt were listed on the petition: "failure to meet tribal community members’ needs; failure to competently run tribal government; excessive spending on non-essential items; excessive travel; and failure to live up to campaign promises." Also listed was "mistreatment of tribal government employees; nepotism and favoritism in hiring employees; lack of transparency and communication with those in leadership; and failure to adhere to the tribal constitution."[1]

Recall opponents

Newell responded to the recall attempt by noting the services provided to tribal members by the tribal government and citing her administration's work to handle delinquent audits and approve annual budgets. She also noted that all expenses go through a requisition process and that serving in her position justified a large amount of travel.[1]

Path to the ballot

The Constitution of the Sipayik Members of the Passamaquoddy Tribe provides for the recall of the Governor and members of the Tribal Council. To get a recall on the ballot, a recall petition signed by at least 50% of the number of voters in the last tribal gubernatorial election must be submitted. While there are no specific grounds required for a recall petition to be taken out, specific charges against the official targeted for recall must be included.[2]
