In an editorial that appeared in the Bakersfield Californian on September 11, 2014, Schwartz highlighted the following issues:[1]
Business growth and job creation
- Excerpt: "My first task will be to form a committee of business owners and managers to identify all city regulations and fees that hurt business growth, job creation, or in any way contribute to businesses leaving Bakersfield or closing their doors."
Fiscal responsibility
- Excerpt: "I also pledge to bring more frugality and fiscal restraint to the council. City money is taxpayer money, and that should be first and foremost in every spending decision. Before voting on any budget, ordinance or fee, the council must ask, "How does this meet today's needs of our citizens?"
Bakersfield Bike Plan
- Excerpt: "Consider that less than one-half of one percent of Bakersfield residents ride bicycles to work. I am in favor of riding a bike for recreation and exercise on one of our wonderful Class 1 bike trails. I am not favor of mixing cars and bikes on the same road more than is necessary. To do so decreases space for the cars and increases liability for the drivers and the city of Bakersfield, and it is dangerous for the bicyclist."

2014
The city of Bakersfield, California held elections for city council on November 4, 2014. Wards 1, 3, 4 and 7 were up for election.[2] The filing deadline for candidates wishing to run in this election was August 8, 2014. In Ward 4, incumbent Bob Smith defeated Joey Titus, Richard Schwartz and Daniel Mbagwu.[3][4][5]
