A charter amendment to further amend Measure E, the General Funds for Youth Services Initiative, was on the ballot for Richmond voters in Contra Costa County, California, on June 5, 2018. It was approved.

A yes vote was a vote in favor of amending Measure E, the General Funds for Youth Services Initiative, by changing the effective date to July 1, 2018; removing the 20% restriction on services provided by public agencies; and stating that additional funding after July 1, 2020, depends on the passage of a general tax.
A no vote was a vote against amending Measure E, the General Funds for Youth Services Initiative.

Measure E, a citizen initiative to dedicate a portion of Richmond's general funds to youth services, was also on the ballot on June 5, 2018. The Richmond City Council placed Measure K on the ballot to correct outdated language and propose changes to Measure E.

Ballot question

The ballot question was as follows:[1]

Shall the Charter of the City of Richmond, if amended by passage of the Kids First Initiative, be further amended to: revise the dates in the Kids First Initiative to reflect implementation on July 1, 2018, remove the 20% restriction on funding to public entities to perform the services specified in the Kids First Initiative, and provide that funding obligations beginning on July 1, 2021, are contingent on passage of a general tax measure for the City of Richmond?[2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the Richmond City Attorney:

Measure K has been placed on the ballot by the City Council of the City of Richmond. Measure K would amend the Richmond City Charter, specifically Measure E (“Kids First Initiative”), if both of these initiatives are adopted by the voters.

Measure K would amend the Kids First Initiative by providing:

  • Revised dates throughout the Kids First Initiative to reflect an effective date of July 1, 2018. The Kids First Initiative was written in a manner that contemplated approval in the November 2016 election and an effective date of January 1, 2017.
  • City funding obligations would begin on July 1, 2018. Beginning July 1, 2021, the City’s funding obligation would be contingent on passage of a general tax measure for the City of Richmond. If a general tax measure is not passed by December 31, 2020, the City Council must pass enabling legislation to delay the funding obligations until a general tax measure is passed.
  • Removal of the 20% restriction on funding to public entities to perform the services in the Kids First Initiative.[2]
