Scott W. Nusbaum

Scott W. Nusbaum was a judge on the Ross County Court of Common Pleas in Chillicothe, Ohio. He was first elected to the court in 2006 and was re-elected in 2012.[1][2] Nusbaum retired in December 2017.[3]
Biography
Nusbaum received his undergraduate degree from Wittenberg University in 1975 and his J.D. from Pepperdine University in 1978.[4] Below is a summary of Nusbaum's professional experience:

Judge Nusbaum apologizes for blackface costume
A 2013 photo of Judge Nusbaum dressed as a slave with blackface makeup for Halloween led to a public apology. Nusbaum said that the costumes were inspired by the movie Gone With the Wind with his wife dressing as the character Scarlett O'Hara. Nusbaum's apology is quoted below:[6]

Following the incident, Nusbaum met with the president of the local chapter of the NAACP, Olie Burton. After the meeting, Burton stated, "We left with an understanding that we know it was in poor taste, but we accept his apology and this is not in his character."[6][8]
