I’m Dr. Shine Mahi, a primary care physician, small business owner, and longtime community volunteer. My family and I have lived in Plymouth for 18 years, during which time I’ve been deeply involved in both professional and civic roles. My husband and I run an IT business that has created jobs and contributed to the local economy for over 15 years.

As a physician, I’m passionate about healthcare accessibility, and I’m currently completing a fellowship in Integrated Medicine to expand my expertise. I also hold an MBA, which has helped me navigate business decisions and financial planning both in my practice and as a volunteer. I’ve actively contributed to the Plymouth community by volunteering for the city, and supporting our police and fire departments.

My focus is on sustainable development, supporting local businesses, and improving access to essential services, ensuring that Plymouth remains a vibrant and thriving city.
  • Support for Local Businesses: As a small business owner, I will work to create opportunities for local businesses to thrive, fostering job creation and boosting our local economy.
  • Parks and Green Spaces: I will prioritize the enhancement and maintenance of our parks and public spaces, ensuring they remain safe, accessible, and enjoyable for all residents.
  • Community Engagement: I’m committed to listening to residents and creating more opportunities for public input on decisions that affect our neighborhoods, ensuring your voice is heard.
I am personally passionate about several key areas of public policy:

Healthcare Accessibility: As a primary care physician, I am committed to improving access to quality healthcare for all residents. I believe in creating policies that ensure healthcare services are both affordable and accessible.

Small Business Growth: Having run a local IT business for over 15 years, I understand the challenges small businesses face. I support policies that reduce barriers for entrepreneurs, foster job creation, and stimulate local economic growth.
City council members are the most accessible representatives to the community. They address everyday issues like road maintenance, public safety, parks, and zoning that directly impact the quality of life for residents. Their decisions shape the day-to-day environment of the community. While not responsible for state-wide legislation, city council members have significant influence over local policies, such as infrastructure improvements, public safety measures, and economic development initiatives. They help set the direction of the city's growth and services. City council members also work with state and regional governments to secure funding for local projects and ensure that Plymouth’s needs are considered in larger governmental decisions, such as transportation infrastructure or environmental policies.
I hope to inspire future leaders to prioritize collaboration, transparency, and community engagement, ensuring that decision-making reflects the diverse needs of our residents. Ultimately, I want my legacy to be one of connection—building bridges within our community and creating a lasting impact that enhances the quality of life for all. By empowering individuals and fostering a spirit of cooperation, I aim to contribute to a vibrant, resilient Plymouth for generations to come.
Yes, I believe it is beneficial for holders of this office to have previous experience in government or politics. Experienced individuals are familiar with the processes, regulations, and the dynamics of decision-making that help them navigate the complexities of city governance efficiently. Their knowledge allows them to implement policies effectively and work collaboratively with other elected officials.

However, it’s equally important to have new voices representing the people. Fresh perspectives bring innovative ideas and a deeper connection to the current needs and concerns of the community. New leaders are often more attuned to emerging issues and can challenge the status quo in ways that lead to meaningful change. A balance between experienced leadership and new voices ensures a healthy, dynamic approach to governance, fostering both continuity and progress.
