Steuben County Authorize Possible Inland Casino Gaming Measure is on the ballot as a referral in Steuben County on November 3, 2026.

A "yes" vote supports authorizing the county to apply for an inland casino license, which will be awarded to one of three counties (Allen, DeKalb, and Steuben).

A "no" vote opposes authorizing the county to apply for an inland casino license, which will be awarded to one of three counties (Allen, DeKalb, and Steuben).


A simple majority is required for the approval of the measure.

The measure would authorize the county to apply for an inland casino license from the state. The measure was put on the ballot by the passage of House Bill 1038, which increased the casino license limit from 10 to 11. The additional license would be awarded to Allen, DeKalb, or Steuben County. In addition to voter approval, the bill requires applicant counties to commit at least $500 million for the development of a casino and nongaming amenities.[1]

This measure was put on the ballot by the passage of House Bill 1038 by the Indiana State Legislature. It passed in the state House by a vote of 57-37 on February 27, 2026. It passed in the state Senate by a vote of 34-16 on the same day.[2]
