Texas county purchasing agent

County purchasing agent is an appointed position in the state of Texas according to the state's constitution.

Appointment

County purchasing agents are appointed by a board, which varies from county to county, and serve a term of two years. In a county with a population of 150,000 or less, the board is composed of the judges of the district courts in the county and the county judge. In any other county, the board is composed of three judges of the district courts in the county and two members of the commissioners court of the county. If the county has fewer than three district court judges, the board is composed of one district court judge and one member of the commissioners court.

Government roles

The county purchasing agent purchases all supplies, materials, and equipment required and contracts for all repairs to property used by any county entity, except purchases and contracts required by law to be made on competitive bid. The county purchasing agent also supervises all purchases made on competitive bid and sees that all purchased supplies, materials, and equipment are delivered to the proper county entity.

On July 1 of each year, the county purchasing agent files with the county auditor and each of the members of the its appointment board an inventory of all the property on hand and belonging to the county and its entities.

County purchasing agents are hired to make a contract on behalf of the county to erect or repair a county building, supervise the erecting or repairing of a county building, or perform other lawful duties.

Government sector lobbying

The county purchasing agent must be recognized by a national purchasing association, such as the Institute for Supply Management (formerly the National Association of Purchasing Management), which is also a government sector lobbying organization to which these agents may belong.
