Three seats were up for election on the Toms River Board of Education. Six candidates sought election to the board on November 5, 2013. Gloria McCormack ran unopposed and won the Beachwood seat. Walt Ramsay defeated Michael A. Jedziniak to win the Pine Beach seat while James G. Sigurdson overcame Joyce Blair and Robert Onofrietti Jr. to win the Toms River seat.

Toms River Regional Schools serves Ocean County communities including Toms River, South Toms River, Pine Beach and Beachwood. The population of Ocean County was 576,565 according to the 2010 U.S. Census.[1]
Demographics
Ocean County lagged behind state rates for poverty, median income and higher education achievement in 2010. The county had a poverty rate of 9.5% in the 2010 U.S. Census while the state rate was 9.4%. The 2010 U.S. Census calculated Ocean County's median income at $60,712 while the state median income was $71,180. The percentage of county residents over 25 years old with undergraduate degrees (24.5%) was below the state average (35%).[1]

Method of board member selection
The Toms River Board of Education consists of nine members who are elected by district to three-year terms. The board includes six seats for members from Toms River and one seat each from Beachwood, Pine Beach and South Toms River. On November 5, 2013, voters chose one member each from Beachwood, Pine Beach and Toms River.[3]
Candidates for the Board of Education must be 18 years old, reside within the district and submit nominating petitions to the county clerk by the filing deadline. The district moved board elections from the third Tuesday of April to the first Tuesday of November after a 2012 state law provided greater flexibility for local election officials.[4]

Candidates received a total of $9,730.00 and spent a total of $6,883.74 during the election, according to the New Jersey Election Law Enforcement Commission.[5]
In the Beachwood District race, no contributions or expenditures were reported during the election.
In the Pine Beach District race, no contributions or expenditures were reported during the election.
In the Toms River District race, candidates received a total of $9,730.00 and spent a total of $6,883.74.

What was at stake
Incumbent Michael A. Jedziniak sought re-election to the board while fellow members Tom Baxter and Edward Gearity did not file for election. Jedziniak lost to challenger Walt Ramsay for the Pine Beach seat on the board. Gloria McCormack was unopposed for the Beachwood seat on the board while three challengers vied for the open Toms River seat.

Additional elections on the ballot
The Toms River Board of Education elections shared the ballot with state elections. Residents of Toms River, South Toms River, Pine Beach and Beachwood cast ballots for Governor along with seats in the New Jersey State Assembly and New Jersey State Senate. Each local election included races for Sheriff, Surrogate, Freeholder and Town Council.[7] The November 5 ballot included proposed constitutional amendments that would establish cost of living adjustments for the state minimum wage and use gaming profits for veterans' organizations.[8]
