A Valley General Hospital District Property Tax Levy Increase proposition was defeated on the April 23, 2013, election ballot in Snohomish County, which is in Washington.
If approved, this measure would have authorized the Public Hospital District No. 1 to increase its property tax levy to a rate of $0.37 per $1,000 of assessed valuation in order to fund the District's health care facility and services.
This measure requires a 60% majority vote and a voter turn out of at least 40% for approval.[1]

Language on the ballot:
“ | The Commission of Public Hospital District No.1 adopted Resolution No. 2013-02 concerning a proposition to increase its regular property tax levy. This proposition would authorize the District to increase its regular property tax levy in 2013 to a dollar rate of not to exceed $0.37 per $1,000 of assessed value for collection in 2014 to pay for the District’s health care facilities and services. The increased levy amount will be used to calculate legal levy limits for subsequent years.
