Richard C. Kloch, Sr. was an acting justice of the Niagara County Supreme Court in the 8th Judicial District of New York. He was appointed to this position in 2001. He retired from the court on December 31, 2021 after reaching the state's mandatory judicial retirement age.[1]
Education
Kloch received his B.A. and J.D. from the State University of New York (SUNY) at Buffalo in 1973 and 1976, respectively.[2]
Career
Kloch began his career in 1976 as associate counsel to the State of New York, Office of Drug Abuse Services. The following year, he became a partner of Kinzly and Koch. He worked in that capacity until 2001. He also served as a city attorney of North Tonawanda from 1978 to 1985 and an assistant Niagara County attorney from 1998 to 2001. Since 2003, he has taught as an adjunct professor of law at the SUNY at Buffalo Law School.
Kloch's judicial career began in 1986, when he was elected to the North Tonawanda City Court. He was appointed judge of the New York Court of Claims and acting justice of the supreme court in 2001.[2]
