The Referendum on Senate Bill 60 was to put a law passed by the California State Legislature and signed by outgoing Governor Gray Davis, to a vote of the California electorate. The law authorized Driver's Licenses for Illegal Immigrants. Just as the petition drive ended and the signatures were about to be filed with the counties, the California Legislature repealed the law. Newly elected Governor Arnold Schwarzenegger opposed the Driver's License bill; the repeal of the bill resulted in his first legislative victory as the governor of California. According to the LA Times, California Democratic legislators widely expected that the law would be overturned in a referendum and feared the political costs of such a debate.
