Lewisville Independent School District is a school district in Texas that serves Denton County. The district was the 18th-largest school district in the state in the 2014-2015 school year and served 53,356 students.[1] The district had an operating budget of $612 million during the 2012-2013 school year.[2]

The Lewisville Independent School District is located in Denton County in northeastern Texas. The county seat is Denton. Denton County was home to an estimated 780,612 residents in 2015, according to the United States Census Bureau.[3]

Demographics

Denton County outperformed Texas as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 41.3 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 27.6 percent of state residents. The median household income in Denton County was $75,050, compared to $53,207 for the entire state. The county poverty rate was 8 percent, while it was 15.9 percent statewide.[3]

Kevin Rogers is the superintendent of the Lewisville Independent School District. Rogers began serving as interim superintendent and was appointed full superintendent on May 18, 2015. Rogers's previous career experience includes working as the district's chief operations officer, a science teacher, and a principal.[4][5]

Members of the Lewisville ISD board of trustees are elected to specific places but represent the district at large for three-year terms. Elections are held on a staggered basis every year in May.

A general election was scheduled for November 3, 2020.

Public participation in board meetings

The Lewisville ISD board of trustees maintains the following policy regarding public participation in board meetings:

As long as the requirements of the Open Meetings Act are satisfied and the right of citizens to apply to the Board for redress of their grievances is not abridged, the Board need not provide a public forum for every citizen wishing to express an opinion on a matter. Reasonable restraints on the number, length, and frequency of presentations are permissible. The Board may limit the number of persons it will hear on a particular subject and the frequency with which they may appear, so long as the regulation does not abridge constitutionally guaranteed rights of freedom of speech and to petition nor unfairly discriminate among views seeking expression.[8]

From 1993 to 2013, the Lewisville Independent School District had an average of $336,855,095 in revenue and $376,902,095 in expenditures, according to the United States Census Bureau's survey of school system finances. The district had a yearly average of $584,884,762 in outstanding debt. The district retired $50,470,000 of its debt and issued $97,092,714 in new debt each year on average.[10]

Teacher salaries

Academic performance

The Texas Education Agency issues an annual accountability report for each school district in the state. This rating determines if district schools fulfill expectations in four categories of educational achievement during a particular school year. The following terms explain these categories:

  • Student Achievement: Measures student performance on the annual Texas Assessment of Knowledge and Skills (TAKS) test.
  • Student Progress: Measures student performance in reading, math and writing courses at the district level.
  • Closing Performance Gaps: Measures year-to-year performance among students in the lowest-performing demographics.
  • Postsecondary Readiness: Measures student readiness for college, employment or military service after graduation.

Lewisville Independent School District received a Met Standard designation on the state's 2013 report. District schools met 98 percent of indicators set forth by state education officials and all four assessment categories. In addition to choosing two candidates for the Lewisville ISD board of trustees, citizens of the district also voted on a $737.5 million bond referendum in the general election on May 6, 2017. It was approved with over 62 percent of the vote, according to unofficial results.[16]

The district asked for the funds to renovate existing buildings and to build two new elementary schools, one new middle school, and two high school facilities. The district also listed the need for funds to upgrade athletic and fine arts facilities and to upgrade technology and security measures.[17]

The bond referendum added $192 to an annual property tax bill for a $100,000 home.[17] The board of trustees voted unanimously to put the referendum on the ballot. A breakdown of the bond funds can be found in the table to the right.[15]
