Three seats on the school board for El Rancho Unified School District were up for district wide elections that were held on November 5, 2013. Jose Lara, Aurora R. Villon and Rachel D. Canchola defeated Magdalena "Maggie" Cardenas, Dr. Joseph Rivera and Fernando Centeno for the three at-large seats.

El Rancho Unified School District is located in the Southeast Los Angeles County, California in Pico Rivera, California. According to the 2010 Census, it is home to 62,942 residents.[1]
Demographics
As of 2013, the median household income in Pico Rivera was $55,632 compared to $61,632 for the state of California. 10.4% of Pico Rivera residents aged 25 years and older attained a bachelor's degree compared to 30.2% in California. The United States Census also showed the poverty rate in Pico Rivera was 11.5% compared to 14.4% for the entire state. The United States Census also found that 66.2% of Pico Rivera residents aged 25 years and older attained a high school degree compared to a 80.8% in California.[2]

Method of board member selection
El Rancho Unified School District School Board consists of five members, all of whom are elected to four year terms. All board members represent the district at large. Board member terms are staggered so that at least two members, but no more than three are to be elected each odd numbered year on the first Tuesday after the first Monday of November. There are no primary elections. Three seats were up for election on November 5, 2013. The two remaining seats were up for election on November 3, 2015.[4]

No contributions or expenditures were reported during the election to the Los Angeles Registrar-Recorder/County Clerk.
Endorsements
Jose Lara received official endorsements from El Rancho Federation of Teachers, Assemblymember Tony Mendoza and United Teachers Los Angeles. Fernando Centeno received official endorsements from Los Angeles County Federation of Labor Union, Pico Rivera City Council Member David Armenta and El Monte Mayor Pro Tem Norma Macias. Rachel D. Canchola received official endorsements from the ERUSD chapter of the California School Employees Association CSEA, Los Angeles County Federation of Labor and Teamsters Joint Council 42.[5]

On November 8, 2011, two seats on the El Rancho Unified School District Board of Education were up for election. Candidates Delia Alvidrez and Alfred Renteria defeated two challengers.

What was at stake?
Three at-large seats were up for election on November 5, 2013, including the seats of the Vice-President and Board Clerk. Incumbents Rachel Canchola and Dr. Joseph Rivera filed seeking re-election, they were opposed by four challengers.
Issues
Declining enrollment
The student enrollment of El Rancho Unified School District was expected to decrease by 400 over the 2014-2015 school year. This decrease was likely to result in a budget decrease of $2.4 million. In order to balance the district budget, the district had to lay off 19 teachers. In the 2012-2013 school year, the district operated with a $3.8 million budget shortfall. When asked about these budget deficits, budget consultant Pearl Iizuka said "We are able to meet our obligations for this year and the next two years, each year we have a deficit, but fortunately we have reserves to cover the deficit."[6]
