John "Butch" Howard is a former member of the South Carolina Public Service Commission (PSC), representing the commission's first district. He served from 2004 to 2020. He was first appointed to the commission on March 4, 2004, was elected vice chairman in July of 2008 and named chairman in July of 2010. Howard served as chairman from July 2010 to July 2012.[1]
